The Pentagon is planning a brand new domestic role for U.S. Troops, says recent Defense Department Draft of a directive circulating among the Armed Forces. The memo describes an open-ended array of community jobs "in areas such as Health and Human Services, Education and Job Training, and Infrastructure Building and Rehabilitation."

This new directive establishes "civil military programs" and authorizes the military to devote troops, equipment and installations to "the domestic needs of the Nation." The policy forsees roles in Social Services as well as construction.
